Monitor the Implementation of Targets Set by Government Ministries and Departments
The Department ensures that ministries set objectives and targets for implementation. The Department works closely with ministries in identifying problems encountered in implementing government programmes and projects. The implementation of projects and programmes is the responsibility of the line ministry. The Department facilitates speedy implementation of major state projects and programmes in accordance with targets set up in the Consolidated Action Matrix (Camp Document) and the Economic Policy Framework document.
The Department ensures that the reporting system in government is achievement oriented. In ensuring that national and provincial targets are achieved the Department works closely with Provincial Development Committees.
The Department also ensures that targets contained in the Government Blue Book and PSIP are achieved. The Department develops mechanism for tracking performance, outcome and impact. The monitoring function entails routine checking of progress against national plans. In this process the Department reviews status of projects and policies and advises Cabinet accordingly. The Department assures Cabinet that the most important government programmes are being implemented. The Department recommends to government the cost effective ways of implementation and advises the line ministries accordingly.
Co-ordinate the Implementation of Policies, Projects and Programmes
The Department ensures that government programmes and policies are well co-ordinated to avoid overlap and duplication. Co-ordination avoids policy conflicts and wasting of resources. The important aspects of co-ordination is to work with ministries to rise above sectoral/ministerial interest and look at policies that benefit the nation as a whole. The co-ordination functions of the Department include ensuring that policies are consistent with the overall direction of government.
The Department examines the impact of policies across sectors and government ministries. The Department works closely with the Offices of Provincial governors and provincial administrators in the implementation and coordination of provincial development programmes and projects.
Liaises with Ministries to Ensure the Effective Implementation of Cabinet Decisions
The Department ensures that Cabinet decisions are implemented by ministries and government departments. The Department attends all Action Committees.
In addition to Cabinet decisions the Department assists Parliament in ensuring that recommendations made by Committees of Parliament are implemented by Government ministries.
The Department also ensures that Presidential State of the Nation Addresses and Presidential Speeches and their promises are followed up for implementation.
The Honourable Minister of State for Policy Implementation brings to the attention of Cabinet colleagues the status of implementation of major state programmes as announced from time to time.
The Department of Policy Implementation in this regard conducts research on the effective implementation of government projects and policy announcements. The Department maintains a Register of outstanding Cabinet decisions and facilitates their implementation.

The Department conducts regular site visits to important government projects to facilitate effective implementation of major state projects. The Department analyses the problems encountered at implementation stage and reports accordingly. The Department highlights the aspect of participation in the policy implementation. The Department complements other government agencies such as the Public Service Commission Inspector - General's Office and the Office of the Comptroller and Auditor General in ensuring that value for money in terms of human and financial resources is obtained in the implementation of government projects.
The Department's field visits are aimed at providing Cabinet with reports and views from those affected by government policies. The views are obtained from direct contact with the people of Zimbabwe.
Mobilise funding from the private sector to ensure the Implementation of Projects Under the Public Private Partnership
The Department works closely with the private sector in supporting public private sector joint projects. The Department also raises money for the funding of public sector projects by the private sector. This is done in the spirit of public-private sector partnership. The Department ensures that the private sector is consulted on policies that affect the business community. |
